The $1.3-billion Earthquake Safety Program (ESP) afforded many professional services and contracting opportunities, and BART made it a priority to optimize participation for small local, minority, and disadvantaged business enterprise (DBE) firms.

Services Provided: The Allen Group, as a member of the program management team, provided a number of different services throughout all phases of project programming, design, and construction. These included: developing and managing the DBE outreach program for professional services and construction contractors; managing the training and technology transfer program for DBE firms providing professional services; and overseeing labor and contract compliance on ESP projects.
